I originally picked A as my answer instead of the correct answer, B. My reasoning for A is that either A, B, or C could fill in blank i because of the second sentence’s mention of a proposal; though, A, “continuation” seems to be the only answer that could fit blank ii since directly relates to suffrage.

Why would “excesses” be more appropriate here than “continuation?”

Continuation is neutral and doesn’t fit the connotation of second blank.
